All program files are not being removed when I do a program uninstall/remove!

Problem:: All program files are not being removed when I do a program uninstall/remove!

I'm using Debian 9.0.5 and KDE desktop

After I install a program, I want to be able to remove everything that was installed when I remove the new program.

To accomplish this:
I'm need a program or commands that can make a copy of the system before and after installing and removing a program.

In other words:: After checking out a new program I decided to remove it, I remove it and then run the same program or commands that can make a new copy of the system,  then compare both the before and after copies of the system to locate any files left from the uninstall/remove.

Is there a such a program or commands that would accomplish this, if so can someone direct me to them?
