Am also had this issue and once i hav changed a line in FTP configuration file its solved.... Am using pure-ftpd and the config file is /etc/pure-ftpd.conf
#ForcePassiveIP IP_ADDRESS
Just hash this line and restart the FTP service.... It will work normally.

Error GnuTLS error -110: The TLS connection was non-properly terminated
I use Filezilla for FTP. when i was using it returns me the following error... I cant view the directories or files in that server...
Error: GnuTLS error -110: The TLS connection was non-properly terminated.
Status: Server did not properly shut down TLS connection
Error: Transfer connection interrupted: ECONNABORTED - Connection aborted
