Answer
Cpanel blacklist will act only as a safeguard for Bruteforce attack. Whereas CSF will block that IP from anything to the server.
So you may deny the IP only in CSF, no need of blacklist in cpanel.

cpanel blacklist and csf deny - difference
I can deny IP using cpanel blacklist or by using csf deny file. Once i have denied the particular IP in cpanel blacklist is it mandatory to add that IP in deny file of csf ...???
