Open the shortcut on Command Prompt on Desktop By using following steps

• Click Right click on your mouse then click New -> Shortcut
• Then type cmd.exe then hit next
• After that type the name of the shortcut Command Prompt then hit Finish
• The shortcut will create then press right click on the shortcut file and click properties
• open shortcut tab and click the advanced option and
• check the Run as administration and hit ok

Now open your command prompt that will work on your system
