Answer
Set the ownership to that file as root, so that it will work for all users. and also create that file in /root which could help you in better.

How to set number in vim permanently
Each time am setting the line number in vim. On surfing i got a solution to create .vimrc file. But still it remains same...!!! How to set it permanently.
